During his five years as a tenant member of the Rent Guidelines Board, Harvey helped achieve an unprecedented milestone: the first-ever rent freeze for one-year leases in the board’s 47-year history. This victory protected millions of New Yorkers in rent-stabilized apartments, preserving their homes and stability. Since his election, Harvey has passed over 50 bills into law, prioritizing tenant protections and affordable housing. His legislative wins include funding for public schools, early childhood programs, and transit; expanding early voting; codifying Roe v. Wade into New York law; and advancing ambitious goals to achieve net-zero greenhouse gas emissions.

Building Grassroots Power and Inspiring the Next Generation

He organized the 74th Assembly District Youth Council, whose advocacy led to a monumental victory: expanded MTA student MetroCards now offer 24/7 access, year-round, with four daily swipes.
